a couple of car legality questions

I was wondering if anyone could help answer a few questions

1) are front license plate re-locators legal? Currently my license plate is screwed into the front bumper and I was considering fabricating a re-locator out of some aluminum tread-plate as long as its legal to use them.

2) what are my legal obligations if I change my vehicles color? I am seriously considering CF vinyl covering my car and if I was to do this I assume I would have to go down to the post office and get them to change it from red to black in the vehicle registrar?

You shouldnt need to worry about anything there.,as long as the number plate conforms and is visible the bracket should be irrelevant.
I changed my car from red to white and even though every time i paid my registration and wrote down the new colour it always came up red.In the end [couple of years later] i made a point of telling the lady at VTNZ and finally it got corrected.
