Was wondering, would a soft top from a 1999 NB fit on to a 1989 NA?

Apparently, yes. Never done it, so no idea how much work is involved, however.

If you swap the entire system including the hoops and header clips then yes

Yes it does fit done it a few times, because the rear window is glass and you are fitting it to a NA model which had a plastic rear window you will need to fit
a control strap kit so the rear glass window works when you lower the hood. The best way is to fit the NB frame too.

The NB hood and frame is a nice upgrade vs. the NA top. The NB frame is subtly different: the rear bow is sprung and pivots in a slightly different place from the NA which helps the glass window slide smoothly into place as you open the hood.
