Importing UK Car into NZ

Hi There,
Just joined the list, so I hope that this works...

Anyway, I have just imported my UK MX-5 into NZ and I now find out that it
is not compliant...I used a broker to handle the whole operation, and
basically he has gone bust and I can't get hold of him in the UK!!! Great..

Anyway, I have checked with The LTSA and with Mazda NZ and my model is not
allowed on NZ roads as it doesn't comply with NZ Frontal Impact standards..
sound familiar...?

Anyway, this car is a 1999 1.8i SE so what I think I need to do now is to
apply for an exception from Impact regulations, and I therefore need to
prove that it is as safe as a Japanese import which is approved...

Is there anyone out there who knows what the differences are on a MK2
between MX-5 models made for the UK market, and those designed for the
Japanese market. I can't believe that they would make a totally different
car for a different market.

hmmm... that sounds wierd, I thought that all models after 1996 were
compliant?

It is beaurocracy gone mad. You could sell your car to a wrecker who could
then sell the complete front cut to a panel beater to repair a damaged car
and no one would ask any questions. In fact wreckers are still importing pre
1996 cars which are being used to repair already registered cars - where is
the logic!!!

Id get the chassis number and work out in which
manufacturing plant it was made. (Japan or Europe?).
The standards it was made to, are probably the same,
if not higher in Europe than in NZ. What part of the
compliance did it fail?? if you can proove that the
part they failed it on complies to a comparible or
higher European (TUV) standard then i guess you stand
a good chance of getting it through.You say its a 99
... does it have airbags?? From all accounts on the
MX were made identical all around the world and in all
markets except America where they had Air bags added
as standrd much earlier than non US cars.

Glenn, et al,

I have looked at the VIN number, and yes it was made in Japan;

JMZNB18P200xxxxxx

JMZ - Mazda
NB - MX-5 - MK2
1 - Rear wheel driveb
2 - 2 door Convertible
P - Engine 1.8i
2 - Transmission - 5 Speed
0 - Dummy No
0 - Hiroshima
xxxxxx - last six digits are sequence numbers


The problem is two fold:

1. Neither Mazda UK or Mazda NZ are happy talking about the standards of
their vehicles, and there is nothing out there in the public domain.

2. I need to prove that the vehicle is as safe as one that has met the
standards in NZ - i.e. one that has been imported from Japan for the
Japanese domestic market.

This is really mad, as my car has all the safety features of the latest
model - twin airbags, side impact bars and pre tensioning seatbelts, but
without proof that this vehicle is no less safe as a 1996 MK1 I cannot
register it...

Shame, as my supercharged 5 is just sitting gathering dust.

Does anyone else have any ideas, as I know there are now several people in
the same position - are there any UK MX-5's in New Zealand - that might be a
start.

Hi Tim; Go to www.ltsa.govt.nz. I have imported a number of cars and dont
see why yours wont pass as it originated from the Mazda factory in Japan so
is the same as all others.The cars are built the same for export or local
market.Have you taken it to be complied and been failed?. If so why?.Ross.

You could try to get proof the car meets an approved UN/ECE frontal impact
standard. This could be easier than getting Mazda NZ to provide a Statement
of Compliance. I've listed how the system works below...

This has a Frontal impact flowchart.

A. Is the car listed on one of the frontal impact lists?
It is, but the list warning say it only applies to Japanese market.
Therefore you have to go to the next question.

B. Do you have proof the car meets an approved UN/ECE frontal impact standard?
European countries and manufacturers have different ways of proving that
their vehicles comply with UN/ECE standards. Some issue UN/ECE compliance
stickers or plates containing the following information: the vehicle's VIN
number; the date of manufacture; a list of all non-inspectable UN/ECE
standards that the vehicle has been certified to and the codes of the
countries that issued the approval for those standards; and the approval
numbers issued by the certifying organisations. These provide acceptable
evidence of compliance with the standards listed.

C: Do you have a Statement of Compliance that includes an approved frontal
impact standard?
You need to have a Statement of Compliance (see later in this Infosheet)
from the manufacturer testifying that the vehicle meets one of the required
frontal impact standards.

The flow chart on 1.67 says that if the car is on the
list of approved cars then it complies. As the car was
made in Japan and it is on the list then i dont think
you have to proove the ECE regulation thing.
Have you taken the car for compliance???
Id just print out the 1.67d sheet and take it down to
your compliance place. im sure youll get compliance
with that.
