From what I've seen I agree with you Lou. In the Waikato Times the other day they had a picture of the mayor and some Anglican Minister sitting on the ministers Harley. They were about to go on a cruise through the middle of town to celebrate something (it was so trivial I can't remember what). It made me laugh. If a whole bunch of noisy boy racers cruising up and down the main street is a public nuisance, I can't see how a bunch of oldies cruising noisily up the main street on Harleys is a public celebration.
