Hi all

I had promised not to post any more politics, but today I've just received a
reply to our collective Letter to The Minister of Transport, RE: Fuel and
Roading Taxes. I will post it, as I owe it those who kindly lent their support
to the letter, by adding their names to it:

Dear Mr O'Sullivan

Thank you for your e-mail of 12 February 2006 to the Hon David Parker
regarding fuel excise and road user charges, and in particular your concern
that these forms of revenue are not being spent in proper proportion on
roading improvement and early driver education. As Acting Minister of
Transport, you letter was referred to me for reply. I apologise for the delay
in responding.

First, I would like to clear up the misconceptions that fuel excise is linked
to the 'pump' price of fuel and therefore increases as the cost of fuel
increases. This is not the case. Fuel excise duty (FED) is a fixed component
of the cost of fuel and therefore is affected by the number of litres
purchased rather than price changes.

Currently 22.492 cents per litre of FED is dedicated to land transport. This
proportion of FED, together with vehicles registration fees and road user
charges, is transferred to Land Transport New Zealand (Land Transport NZ) to
allocate to land transport activities through the National Land Transport
Programme (NLTP). Activities funded through the NLTP include road
maintenance, roading improvements, road safety education and enforcement, with
around 80 percent of the annual NLTP allocated to the maintenance and
improvement of state highways and local roads.

Of the 18.708 cents per litre of FED that is currently retained in the Crown
Account, Cabinet has agreed to a total of $3.025 billion to be spent on land
transport improvements over the next 10 years. The remaining is available for
non-transport purposes in recognition that there are social, environmental,
accident and health costs imposed on society arising from transport use.

In regards to road safety education, Land Transport NZ funds and supports a
wide range of safety initiatives for learner or novice drivers, including
initiatives targeting at-risk community groups through the Community Road
Safety Programme, managing and auditing driver instructor training and
accreditation, an information campaign for novice drivers and their parents
and caregivers, and advanced driving courses for restricted licence holders.
Land Transport NZ also runs a number of school road safety programmes
alongside the Police and the national road safety advertising campaigns.

I might be forgiven for thinking the response below is consistent with
all Tui Beer road-side billboards: "Yeah Right"!

My only regret is, while I may not be a tree-hugger, I am an
environmentalist, and thus so much paper (aka trees), ink (aka
chemicals), and electrical power (aka water) was wasted.

forced induction day ? it sounds like a military draft! Really though I have been slogging through the endless forums comparing turbo vs sc, have (for now) selected sc as I don't enjoy speeding so much as getting there in a hurry. I've never heard of anyone ticketed for reaching the speed limit TOO fast!I am focusing on the ubercharger(flyinmiata) or the BRP unit. Anyone out there use either? Did you or any one you could recommend install it? AlsoCan you let me know when/where FI day is? thanks a heap Richard at wrichardstiers@yahoo.com

just a thought... I've noticed that 'in general' driving my MX5's, I do not NEED to speed. The sheer enjoyment of feeling every bump and minor defect in the road, as well as the open briskness is more satisfying than raw speed. I often find myself in the MX to be driving BELOW the limit!! What a treat and special pleasure WE alone share.
